These are French faience (tin glazed earthenware) hors-d oeuvre plates from the Longchamps Factory.  The pattern is Velars.

One plate has only a hand painted border, usually called a blank, so that it can have any central hand painting done at a later time.  There is no factory mark on the back of this blank.
